The Role

The Country Director will lead and implement Oxfam's Global Strategy in South Sudan, providing strategic vision and direction across humanitarian response, long-term development, advocacy, and policy influence. This role is responsible for the overall strategic management of the country program, ensuring the quality, impact, and continuous improvement of all programming, alongside sound financial and human resource management in line with Oxfam policies and standards.

The Country Director will oversee the Country Leadership Team, manage staff, budgets, and programs, and ensure that all operations align with Oxfam’s policies and compliance requirements, including Code of Conduct, Security, Health and Safety, and local legislation. Acting as Oxfam’s key representative, this role builds and strengthens influential networks, maintains critical donor relationships, and represents Oxfam at high levels with government, UN agencies, NGOs, local partners, and the media. Furthermore, the Country Director ensures robust systems to manage South Sudan's security, financial, brand, and administrative risks effectively.

Who we are looking for

We are looking for a dynamic leader, deeply committed to Oxfam’s values and the success of its programs. With exceptional analytical skills, the ideal candidate can adapt to shifting contexts, think strategically beyond the country level, and act within regional and global frameworks. The Country Director will have an extensive senior leadership experience in delivering high-quality programs, humanitarian response, and influencing strategies; whether directly or through partnerships; in complex settings.

The candidate will have a proven record of leading and motivating multi-disciplinary, geographically dispersed teams, along with strong experience managing security, risk, and legal compliance in an INGO environment. They possess a deep understanding of humanitarian contexts and principles, as well as the ability to “think politically”, recognizing motivations, power dynamics, and pressures faced by colleagues, partners, and decision-makers.

Demonstrated success in high-level representation with partners, government, private sector, media, and donors is essential, as well as expertise in negotiating humanitarian access, advocacy, and maximizing diverse funding sources. A commitment to gender equity and advancing the interests of marginalized communities is paramount. Proficiency in IT and an understanding of technology’s potential to further INGO goals are important, along with excellent English communication skills. Prior experience in South Sudan is preferred.

About us

Oxfam is a global movement of people working together to end the injustice of poverty.

That means we tackle the inequality that keeps people poor. Together we save, protect and rebuild lives. When disaster strikes, we help people build better lives for themselves, and for others. We take on issues like land rights, climate change and discrimination against women. And we won’t stop until every person on the planet can enjoy life free from poverty.

We are an international confederation of 21 organizations (affiliates) plus the Oxfam International Secretariat, working together with partners and local communities in the areas of humanitarian, development and campaigning, in more than 90 countries.

Oxfam in Africa (OiA) is a continental platform overseeing country offices in Africa and working with civil society organizations, academics, governments, and private sector, to create a more equal Africa by challenging power structures that perpetuate inequality and injustice. A Somali national, she works at the Burao base on water and sanitation projects.

Who is Hoda?
I am Hodan Mohamed, I work in Oxfam Somalia Somaliland as a Public Health Engineering. I was born in Hargeisa, Somaliland, and I study for this field of engineering because I would like to add for the new design or the new intervention for the future, for the building in Somalia, construction and building in Somaliland for new intervention and new design to create more beautiful and more cities.

Career, parents, challenges
Yes, there are little women with this field. But if you want to follow your career or your hobbies that is not a big challenge. Maybe you pass the challenge and you are the first person, the leader, who makes this way. So maybe is a small challenge, but not a lot of challenge First my parents they liked me to study for other fields like medicine or accounting or something else. So but my hobby was to study for engineer. So they allowed me after more negotiation and more... My mother, I said I like to study for this field and they allowed me to study. There is no more a lot of challenge for my parents but they allowed me finally.

For the community, there is a lot of challenge, including they do not believe in women engineer, so maybe they say you are a woman this is impossible. Sometimes they say like that. But in the last times the community they accepted.

Hodan Work
I am monitoring the activity done by Oxfam in this area. Oxfam Somalia concentrates on WASH, Food Security, and Health projects mostly in Somaliland, but also in Puntland, where we have a small Field Office (FO) Garowe City, but mostly work via implementing partners. Other programmes concern youth employment, resilience (SOMREP), cash programming, and inclusive civic expression. There is a vision of further scaling projects in Puntland and extending operations towards South-Central Somalia, for which purpose a FO was established in Mogadishu City in 2021.

The WASH work implemented by Oxfam in Somalia consists of:

  • Clean water via cash for water, drilling boreholes and rehabilitating water sources
  • Hygiene kits and menstrual hygiene management kits, hygiene promotion
  • Construction of sanitation facilities (latrines)
  • Multi-use of water sources, integrating with FSL and Protection interventions (SOMREP), triple nexus approach.

Khodeza Work
“I have the opportunity to work directly with vulnerable people from war and disaster-torn contexts through Oxfam. I can feel their emotions just by being with them. The value of the smile on their faces and the gleam in their eyes after receiving humanitarian assistance is immeasurable. It makes me especially proud when women are aware of their rights and are motivated to do something new, thanks to Oxfam interventions.”
